Following some Anti-Social Behaviour (ASB) in the Playing Field by the Village Hall, Treuddyn Community Council was approached in June 2021 by a parent with a request to do something to increase safety and security in the play area as there were reports that some children were afraid to go there to play.
The Community Councillors considered the issue, and it was agreed that Cllr Allan Marshall, a Chartered Engineer, would investigate and contact several CCTV system suppliers for solutions. A provisional budget was allocated for the supply of CCTV at the playing field.
In the meantime, North Wales Police and Flintshire County Council (FCC) were contacted for help. FCC proposed installing a re-locatable CCTV Camera on a streetlight in Maes Glas overlooking the playing field. This would be monitored from FCC’s CCTV Control Room by licenced staff and recorded images would only be made available to the Police investigating any reported incidents. FCC is a local authority that has the powers to install CCTV Cameras in locations where there have been reports of ASB. Reference can be made to Flintshire County Council's CCTV Website.​
The FCC Camera was provided on a temporary basis with the understanding that it could have been removed at any time and re-deployed elsewhere. Fortunately, the camera has been there for over 2.5 years and there have been no recorded objections to it being there.
Cllr Marshall’s investigations included various multi-camera options mounted on the Village Hall and on poles in the playing field. However, there were difficulties with both. They were prohibitively expensive and there were issues with establishing the licenced personnel that could access and retrieve recordings for use by the police. The options explored by Cllr Marshall were presented at the June 2024 Community Council Meeting, the Councillors unanimously and wholeheartedly recommended the installation of a permanent single camera solution in the same location as the existing camera. It would continue to be controlled and monitored by Flintshire County Council with recordings being made available only to the police.
In accordance with the Surveillance Camera Code of Practice SCC Councillors Guide - February 2016, the Community Council is carrying out a ‘proportionate consultation’ with ‘those affected’ by the CCTV, namely Ysgol Terrig and Ysgol Parc y Llan, Treuddyn. The children and parents of these schools are set to benefit the most from this installation.
The children of Ysgol Parc y Llan had an assembly about Voting, Community Councils helping them, and about CCTV. During a vote, 89% were for CCTV.
